The Pocket NC ER-40 Collet is designed for use on the Pocket NC mill.
The ER-40 Collet is to be used with the Pocket NC mill and not with tool holders. For tool holders, you will need to purchase an ER-11 Collet. The second image shows what the collet looks like when within the ER-40 Fixture.
